Memorials, Resolutions and Petitions - Procedures
In the San Diego Division final action on any proposed main motions and amendments thereto which are not legislative items of business and which constitute new business not included in the notice of meeting may be taken at the meeting at which they are proposed or action may be deferred in one of the following ways: Am 5/25/76, Am 5/27/03

A)
The proposal may be referred for consideration to an appropriate standing committee or to a special committee. If the committee is instructed to submit a written report at a designated regular or special meeting of the Representative Assembly or the Division, the report, containing the text of the proposal, shall be distributed in the call for the meeting at which the report is to be presented for action, together with information about how to obtain a full printed or electronic copy. B)
Notice may be given of intention to move referral to a mail ballot. After opportunity for debate on the main motion, the motion to refer shall be put forward and if approved by a vote of 25 percent of the members present, shall be passed.
C)
On vote of at least 33 percent of the members present, the proposal will be put over to the next meeting of the Representative Assembly or the Division, in which case the text of the proposal, and any amendments thereto or substitutes therefor, shall be included in the notice of the meeting.
